Government pay a one-off subsidy (fixed amount, don't know the exact figure around $100,000) to the property owner but the ower pay for the electric bill. Property owner are voluntarily to join. Of course the building must be able to be seen from either side of the harbour.

Few years ago when the CLP is 100 years ann. there is also a similar function to celebrate but there was an engineer died in an accident in that year so finally CLP cancelled it.
