First of all, the sky must be blue in colour. Second, you can use PL/CPL depends on the degree against the Sun. Third, the blue sky must be "properly" exposed. Quite often the blue sky is much brighter than the foreground. When the camera was trying to expose the foreground "properly", the sky will be overexposed. As a result, the sky is washed out and become almost completely "white". If the foreground is close, you can use flash to fill the foreground so that the sky won't be washed. However, for scenery, quite often you have to make the choice to expose either one properly. And if you are skillful on Photoshop, you can take 2 identical shots (one for well exposed sky, one for well exposed foreground) on a solid tripod and then combine them together on computer.
