Check out www.dpreview.com. This problem is well known and cannot be solved. You may try to use FEL (Flash Exposure Lock) on a 18% grey area. The only solution is to buy 550EX and use +1/3 FEC on the flash(Flash Exposure Compensation) as 300D doesn't have FEC.

It is true: 300D is worse that a G3 or S50 as it will consistently underexposed with internal flash or 420EX.

It's not really a 'problem.'
But you do have to use your head when you use ETTL Flash. I do no use a 300D, but do have other Canon DSLRs, and I can tell you that ETTL is actually very consistent.
For example, if i shoot a portrait, bounce flash, I would use M on camera and then set say 1/60 f4 and add +1 EV on the flash.

Maunal control is sometimes good. However, if we are shooting outdoors with flash for compensation, manual control cannot be applied. So what would u use?

I have heard that some would target to the face, and even with FEL. How is your advice?

I also learnt this news. You'd better contact Canon HK dealer. It is not your 300 D's problem, it is the whole first batch. I have a 420EX with my EOS 33, no under exposure using E-TTL wo?! So I believe it is not a matter of whether you know how to use E-TTl. Some one told me that it is the software (within the DC) problem. By the way, if we use manual, there is no need to buy Canon's flash.....

I just want to clarify that I own one of the first lanch batch 300D and a 420EX flash. And don't find any under-exposure problem with them, even with the internal flash.
If someone find that his/her 300D and EX flash still produce under-exposure problem after they read CAPA brother's experience in using e-ttl flash, just go to the dealer and check it out!

我想請問：因300D 冇 flash compensation, 又因為420EX 對黑色的物體會 under exposure, 咁如果我想+ - flash 光度，咁點做呢？

重有，因為420EX 的特點，是否每次對焦都要對住人臉才可正常曝光呢？
