I wanna buy a second "Hong" Canon DC which was bought on Feb this year, but the seller said he has forgot to post the warranty card. so can I still get the warranty of Canon by sending the card or register online?

I don't think registration is important, so long as you have both the valid invoice and warranty card.

You will hv warranty, only if the seller provided you both the "original invoice" and the "HK warranty card".
