I have this 17-85 IS len

The quality is same as normal Canon lens

Has IS is more useful when the light is not enough and you want to maintain low ISO, e.g. indoor and show shooting.

price around HK$4,200.

If you want high quality, I preper you to buy 24-70 f2.8L lens

It is not a fair comparison between 17-85 IS and kit lens, in terms of focal lengths, price and functionality.
