If you want very good quality, you may consider 17-40mm f4.0L ($5xxx)
another choice is Tamron 17-35mm f2.8-4.0 ($3xxx)

On the other hand, Canon will introduce a new lens by the end of this year:
EF-S 17-85mm f4.5-5.6 IS USM (27 - 136 mm equiv.)
This one may meet your requirement

It depends on your "general purpose", every one has their own "general purpose".

I also have a 28-135 IS lens, just brought few days ago. For me, it's really enough for my general purpose shooting. Also, with IS, you can shoot as slow as 1/25s @ 120mm with very sharp and clear image.
