Close up filter can shorten the lens' minimum focusing distance and thus increase the maximum magificiation. It is a cheap way to mimic a Macro lens but of course the optical performance is no where near a true macro lens. But of course if you only need to take a few close up picture occasionally, it is one of the choices.
