That means you can use highest 1/500 second shutter speed in flash photography.

Common use :
When in bright day outdoor using flash as fill in light :
If the correct exposure is F4 1/500 then you can use the flash.
If you set F2.8 1/1000 then the flash light would not show on your object although you want F2.8 to blur the background more.
