No, I don't think so. For example, if we use ISO400, aperture f/4 under daylight, the shutter speed should be enough to freeze soccer players. Movement may be due to camera shake instead.

Sometimes a slower shutter speed can help you to create the "sense of movement" of your picture.

BTW, hand holding a telephoto lens is a very tired job. You may also need a monopod as well.

西枝, what do you mean? How fast the shutter speed do you need to freeze the soccer player? I would say, a 1/500s is a bare minimum if the player is not running fast across photographer at a close distance.

Let's do some computation. Under bright sunny day 太陽好晒, 晒到?果隻, using ISO400 with f/4, the shutter speed would be 1/6400s (by sunny 16 rule). If your camera do not have 1/6400s, it will be over-exposed. (By the way, there is no need to boost the ISO for lower image quality.) Even if I minus 3 stops, the shutter speed is still 1/800s!

Certainly, there is no general rule. If it is a deeply overcast day and the soccer player goes to a shadow area in the field, ISO400 and f/4 may not be sufficient to freeze his action.
