Ask yourself whether you will upgrade to FF shortly.

17-55 F2.8 is good quality, but pls check its weight and size. Then re-consider.
Not everyone doesn't mind to carry around.

If you want to upgrade to FF in the future, you may consider getting 17-40 f4L instead. Very good picture quality but no f2.8 or IS when compared with 17-55 f2.8 IS. 17-40 is lighter in weight too. Both are excellent for 400D. Pick one depending upon your need.
