I am 'new hand', can any ching explain what is the purpose of 遮光罩? Is it a must buy item?

遮光罩 or hoods as you mentioned is used to block the flare which is generated from internal reflection of lights inside the lenses. In most cases, you don't want the photo to appear any flares. But sometimes you intended to do so in expressing sunshine.

It is not a must buy item, you can always use your left hand to block it.
