how can I not to take blurred photos?

when I use the coolpix S9 digital camera under the sunlight it's clear, but when under spotlight, it became blurred...how can I not to take blurred photos? do I need to reset some of the functions? like bss...

but It's okay under true light.

it's all about shutter speed.
if it's your hand's not stable enough, use tripod
if it's the object speed too fast, try using higher ISO, larger aperture(smaller number)
