There are two possibility, (suppose the compression ratio not changed.)
1. The number of pixels is changed.
e.g. 1600x1200 pixels changed to 800x600 or 2000x1500. In this case, the file size(quality) of your photo will be changed.
2. No of pixels unchanged, but dpi changed.
e.g. 1600x1200 pixels with 400 dpi will display as size 4x3 inch. In this case, changing the dpi will not affect the file size. (You could still use the zoom in/out function will enlarge/diminish the display size.) dpi is just for default display size only. File size/quality will have no change.
But in most software, resize mean case 1, the number of pixel changed.
