17-40+ tele-converter / extender is very RARE
u can't use CANON extender on 17-40 (or any other EF lenses shorter than 135mm), but u may try using other brand teleconverter (such as those from Tamron, Sigma), but Sigma 1.4+17-40 combo is unsuccessful

I have both SW & SWIS + 1.4X & 2.0X
70-200/f2.8 (IS or non IS) + 1.4X very good quality, but 2.0X not so good, still can AF
