Canon 8-15 is quite expensive
if you only have FF, you only use 8mm (circular) and 15mm (diagonal). 9mm to 14mm is incomplete circle or black corners.

I suits the users
if you have FF, APS-H and APS-C at the same time, you can use 8mm (circular) and 15mm (diagonal) for FF, 13mm (diagonal) for APS-H and 10mm (diagonal) for APS-C. 15mm as wide angle for APS-C if don't mind the distortion.

Tokina 10-17mm is suitable for users
beginning with APS-C cameras and upgraded to FF.
