Image - Rotate Canvas - Arbitrary - Enter rotate angle you want.

Then use cutting toos to cut all extra white area.

First of all we can use measure tool (I) to draw a line along the horizon and you can see the angle at the top. Then use Image - Rotate Canvas - Arbitrary. The angle appeared is the same as you measure. Press Enter. That's OK.
