Its not only related to shutter speed, most important factor is "shutter lag", i.e. time of the shutter-opening after press-the-button. I'm not clear about this of 300D or u can do some research about this.

Do you mean the dog is partially or completely out of the photo ?
Let the dog occupy less in the frame thus you have higher chance with the dog within the photo.

You may try to set smaller aperture and manual focus the dog.
eg. F8 not F2.4
Smaller aperture gives deeper depth of field thus even the dog moved it still in focus.
Manual focus the dog would reduce the shutter lag to almost zero.
