depending u want a compact camera or not.
if you want a compact one. I would suggest Panasonic fx7 if you don't required 640x480 movie. fx7 has O.I.S. and it really works great (but it is not magical). Build quality is also very good with aluminium body (not plastic) But you definitely need an extra battery
If movie is important, take a look at canon ixus 40. It's only 4 megapixel though but other features are very balanced.
If compact camera is not a must. I would suggest panasonic fz15 at your price range because it has a good zoom range that cover a lot of situation. Good for beginner who wants to learn. It's got O.I.S. too but movie is without audio. The more expensive (4,500~4,600) fz20 has the same lens but it's 5 megapixel and movie with audio would be a very good choice if you can pay the extra.

I also agree with rleungym..
Fx-7, the OIS system is very helpful.and focus system is better now.
Ixus40..buy for "promise of quality"..(Smiling.....)
And how about Canon A95..it is also user-friendly to new DC user..
1.8" 270degree move mon.AA batteries,5 megapixel,CF.......

雖然我認為新手太倚重防震系統似乎不太好，但撇除這一點，在三千五的預算下，擁有防震功能的Konica Minolta Z3的確是最佳選擇！
