Buy Canon 50 f/1.8 that cost you only $650 and will act like 80mm in 400D (1.6 x 50mm). Use it first and you can buy other if you like in future.

Canon 85 f/1.8 also value for money at $2600 and both can be used in full frame and you can have a choice later only the Tamron 17-50 f/2.8 and Canon 17-55 f/2.8 are for APS-C.

agreed, but the cost for other lens as least over $2500 for a new beginner this lens is suitable.

If he wants to go further in future I would recommend to buy 85 f/1.8 at around $2600 later.
