For the price you pay for 400D + 17-85 IS USM, I would suggest to wait a little bit of time as the image quality of 17-85 IS is average and it costs more than $ 4000.

450D + 18-55 IS + 55-250 IS the only weak point of this two lenses kit is they don't have USM but the overall price will similar to 400D + 17-85 IS USM. The focusing speed for both 18-55 and 55-250 are not very slow of course USM will be faster but you can have a longer reach.

Except at the wide end -17mm, the EFS-17-85/IS lens is a good one. It can satisfy most new users' needs. It is fast, with image stabilising functions and quite high resolution.

Go to the following link and compare 17-85 with 18-55 IS, the 18-55 all win before the 55mm, and you can select the 55-250 IS for the range from 55-100 to compare.

thank you for the link but don't know which is which.

there are two lens selected on the top, (left and right)
when you move the cursor on top of the image, the image change. is the first image represent the left lens or the right ?

Unless the range from 55-85 is really important to you, 18-55mm IS is better in terms of value. 17-85 IS is a bit expensive.

for 18-55 IS, hong goods is about $1400, water goods about $1000.

Go to Canon showroom and you can play with both 40D, and 400D with different lenses, bring your own CF card and you can compare them when you go back home.
