sorry, but can anyone explain is there any diff between "best before date" and "use/consume before date" ?

I mean it seems to me now there is no legal problem if the shops selling expired "best before date" product......

whereas there is law against shops selling "use before date" product...

i think they r playing with words, i regard them as the same.
