You may think about "Dicapac", a Korean brand specialized in making waterproof camera bag, which claims to be good to 10m underwater.

I bought one for my G10 ($450), which I tried to use in heavy rain, and it proved okay. It's basically a big ziplock bag, and the opening is further sealed up with 2 sets of velcro (魔術貼/魔鬼氈), and the bag comes with a neckstrap. Their bags come with a tube with a clear plastic (with anti-scratch coating) for the lens of the DC to stick out.

Thinks to watch out for these waterproof camera bags,
1. Make sure you buy your right size. Too small, your DC can't fit in the bag. Too big, your DC would be "lost" inside the big bag. They have a wide range of different sizes.

2. You have to accept that it would be a bit more difficult change certain setting of the DC when it's wrapped in that camera bag, esp. if your DC has a lot of dials (e.g. G7/G9/G10/SX100/SX110/SX120/IXUS870) or joystick (Panasonic LX1/2/3, Ricoh R8/R10/CX1) or flash that you have to manually flip up (Canon S5/SX10/SX1). You will have to live with the basic control, i.e. On/Off, Zoom in/out, shutter, flash on/off. That's it.

I'll leave most other settings, such as ISO and WB to auto when wrapped.
