I have a D90 with kit lens, and looking for a wide angle lens mainly for landscape and building shooting. Surely value for money is a main concern.

Is sigma 10-20 F3.5 good?

Tokina 11-16 2.8 is very good.
Costant aperture and gives you 16.5-24 range on D90. 16 is wide enough for most landscape shot, only thing you need to consider is whether 16.5-24 is too narrow of a range for your shooting style. Otherwise you might want to try Nikon 12-24.
