I checked with Man XXXX or Wing xxxx but both shop does not have such 3-ways head .

Does anyone know where can I buy it in HK ?

You may try DCFever retail shop onm 4th floor of 星際 in Monkok.
They carry a number of Manfrotto tripod and monopod.

I also checked it and all the camera shops in Mong Kok but none of shop available of it.
