depends on your need.

10-22mm is much wider. but with EFS mount which cannot be used on FF body.

17-40 has larger range and flexibility. L lens.

both are very good lenses as far as I heard.

I have another idea is that:
Canon L 17-40mm f/4.0 vs Tokina 12-24mm f/4.0

Tokina is much cheapter then 17-40mm, and more wide
