what is the different between digital & optical zoom?

for cannon ixus i, which is 4.0M pixel, if the picture is zoomed by digital zoom to 3/4 of orginial size, can i said this picture is downgrade to 3.0M pixel?

digital zoom = cropping the big picture from the center and enlarge (practically)

optical zoom = zooming from lens (like binoculars) using optics (lens) to get the object upclose
