No dslr can produce a E to C effect directly.

E to C develpoment is not just about a color shift, but also an increse in contrast. The result is rather random everytime depends on the slide you use, the developer and the developing time.

It is still possible to create that using PS, but you have to know exactly what the final image you want it to be before you start.
You can try changing "HUE" in "Hue & Saturation". Remember not to edit the whole picture as E to C develop shifts different colors to different levels.
