Both are Polorizing filter.
Circlar PL is for Single Lens Reflect camera eg. 300D, 10D, D70 and also can be used on Point and Shoot camera like S50, FZ1, F100 etc.
This filter is screwed on the front of the lens.
By turning the CPL the reflection of light would be changed.
The result is a more blue sky or the reflection from show window or water is eliminated or stronger.
As a side effect less light would go into the sensor.

DSLR camera using PL filter cannot correctly focus .
In the other word all cameras can use CPL
To play save you may just buy a CPL filer.
DSLR cannot use PL
Point and shoot digital camera can use both PL and CPL.
