Personally, 100-400mm is a great zoom Len and very good quality.
I never regret buying it. If you needed the zoom range, I'll definitely recommend it.
The main differences of 70-200mm F4 (no IS) and 100-400mm are the zoom range and the weight. Of course 100-400mm with IS and it is very helpful for a tele-zoom Len.
Between the dust issue is not a problem for me, as long as you take care of the Len before and after you use it.
