I think of shipping by sea before also. But by the way all PORT on that area are destroyed by Tsunami. It is not easy to load down big quantity of things without a good port.

Anyway, Japan hasn't done their best. Specially US Navy doesn't give all help they can do also. Transport by sea without the good port seems to be no problem for the strongest navy in the world.
