I brought it HK $6750 around one year ago, recently seems increased price but should be around $7000.

This lens can let you to take photo without flash when other f2.8 lens can't because of its Image stabliser, I have used it at 55mm at f2.8 for 1/8" on a 400D iso 1600 in an exibition where flash is not allowed.

Many C-hing recommended EF-S 17-55 f/2.8. Longer zoom range, f/2.8 and IS are really an advantages.
Heard people said it has L-lens quality (though not L-lens), just a bit expensive than other lens of similar config (of course no IS). But it's still within your budget.

No concern if not plan to use FF. Can agree to buy a better one, then no regret.
