Wide angle f/2.8.....very expensive even for prime lens. I don't see f/2.8 for zoom lens in this range.

How about Sigma AF 10-20mm f/4-5.6 EX DC HSM, ~ HKD3600?

The one has the closest price to your budget is Tamron A16, costs ~ HKD2.8k, it's f/2.8.
