the keywords are "simulate" and "to a certain extent", I did not say PS can totally replace CPL.

I just try to use PS to simulate CPL effect:

Although PS cannot totally replace CPL in 100%, but I do believe that it can replace at least 90%.

You could only see things below the water when there are no waves on the water surface. Even you apply CPL, you would see nothing below the water if there are waves.

When using CPL, the photos would become:

(1) more blue in the sky;
(2) more green in the leaves;
(3) higher contrast;
(4) reveal things behind water / glass surface.

For items (1)-(3), I think PS can totally replace CPL.

For item (4), PS could replace CPL when the reflected surface are rough, because nothing can be seen behind the rough surface even CPL is applied. If the reflected surface are not rough (e.g., plane glass), PS could not replace CPL because PS cannot reveal hidden objects behind the plane glass.

So for "normal" landscape photo (you can hardly find a plane water surface in HK), PS can replace CPL in most of the times.

My word:
I am not an expert of photoshop, but according to my knowledge in photoediting software, I still don't think photoshop can replace CPL most of the time.
