17-40mm f/4 wide angle lens is not really suitable for moving object. Do you have other lens instead?? Try use other standard lens instead.
My choice would be 70-200mm f/2.8L.

Are u using flash? if yr home not bright enough better using flash, my experience is using external flash, remember flash to ceiling create reflecting soft light, or try higher iso, but using flash is much better. I'm also use 17-40 and 40D it is ok of course not very "large head" cat.

Use flash to try to capture a sharp photo 1st. to see see whether it's your 40D+17-40 combo's problem.
Then search internet to learn how to shot action photos, e.g. use of high ISO, high shutter speed, panning, 2nd curtain flash/sync etc. Much to learn.

用外閃打上天花得唔得呀???? 應該好過直接打落隻貓度~~
或者用支大光圈鏡用自然光影, 效果會好好多~~
