I have canon Pro 9500 and Epson R290, the 9500 cannot accept 代用墨, so I only use it for A3+ size (19" x 13"), around $50 for each print (ink cost and paper cost). I don't use 9500 to print A4 or smaller size because buy from Fotomax etc are cheaper in these sizes.
However, the 290 can use 代用墨 (10x cheaper), paper with okay quality is around $2, so I can print thousand of A4 size in a much cheaper way (ink and paper cost below $3)
Regarding picture quality, I found no different between DIY and buy from shop, but you can adjust effect you want and print out immediately, the process is fun, the presentation is very different to just watching to your LCD monitor, I would say print out is more challenging to your personal skill.

I am very interested in printing A4 photos by myself also.
Happy to know that the self-print quality will be the same as the shop.
and I will think about using R290 too.

Would you mind to tell us where you buy the 代用墨? and photo paper?
Is it from 黃金商場?.

Forgive my lazy, just wrong to make it correct for my first step and I will then go there to research and feedback to all of you.

FYI : I am now printing A4 photo in Fotomax. around $20 per piece... very expensive for me >.<

Go to 山東街星際城市一樓行到最入 and you will see the shop. (隔離舖糸專賣咸碟 :-), and you can buy the photo paper in this shop or buy in the 1st shop of 一樓 too (I suggest this shop, I currently using Shotgun, Best-Fit Inkjet Glossy Photo Paper, A4, 200gsm, 20 sheets per pack, $25/pack, $60/ 3 packs or something like this I can't recall)
