Have you tried DPP from Canon? If you did and if it didn't meet your need, try Lightroom. I only use Photoshop for pixel editing. 95% of my workflow is in Lightroom. By "noise effect" I assume you meant noise reduction. Yes Lightroom does it very well among other things.
