This will be hard to implement and to enforce since 藝術 嘅野 is very subjective as other CHing mentioned. This is more like saying one cannot sell his/her paintings unless he/she is a licensed artist or painter.

Photography is "Art and Craft" - as mentioned by CHing above - it cannot be quantified. Not like engineering or medicine that requires judgements into subjective measures. We have never heard a pianist, artist, singer, or any form of art performers need to be legally controlled or professionally regulated.

Building a house incorrectly, or giving medicines inaccurately can affect people's quality of life - taking bad pictures can only annoy customers or waste their money and time, but it wont kill them.

Saying that... its a joke that many so-called professions say they need to be "registered" to become a professional... e.g. 攀樹師 who are "registered tree-climbers"...

If Photographers are to be registered, then 龍虎舞師 should get registered first.

專業攝影師從來唔會有樓主呢個想法！因佢地喺行內行外都已有認受性。

而任何人攞起相機都可以被叫做攝影師，講多兩講嗰啲人更會自升為大師。呢道以前都有一個concept錯哂嘅大師！但家陣可能已經轉咗去寺院繼續工作。
