I have bought a camera recently. However, when I check the shuttercount, there is a difference of 12 shots. (i.e. DSC0001 is actually the 12 time shutter release).

I would like to ask is that normal? If not, what are the possible problems? Is it possible to return the camera to the store because of this matter?

The file name doesn't mean "shutter count", you can reset file name sequence any time you want.
You need a software which can read EXIF info.
Lot of info you can get by the EXIF of each picture you take, including shutter count.
Just go to such like download.com than search "EXIF", you can find huge amount of EXIF relate software, most of them are free.

In fact, I have used that programme and checked and the shutter count shown in that programme is 12 for the first picture I have taken once I unboxed the camera in the shop. That is why I ask the two question above. So is there any problem for such differences then?

Even you buy a brand new car, it's odometer won't be reading 0km right?

As long as there's no problem with it, I wouldn't be bothered.
