Takeshi Kitano's film is about deaf people, to have long pan shot in portraying how thier intimacy without words, no sound is kind of world of two protoagonists.
Also, for 10 minutes or even longer pan shots without words are quite common in japanese films, Akira Kurosawa, Yasujiro Ozu, Kenji Mizoguchi........many famous japanese directors would use similar cinematic style. I dare say minimalistic would always be kind of Japanese asthetics (Wabi-sabi).
