This is 牛背 鷺, matured and available for mating (as indicated by the brown feathers in the neck and head). Some are local, but some are migratory. Usually found next to cattles such that they can pick up insects disturbed by the cows' grazing, which is easier than just by themsleves alone. Extreme high tech.
